Carstairs is a waiter at the Park-Barrington Hotel where the Griffin Family eats out everyday until their money runs out after winning the lottery in "Lottery Fever". After Carstairs gives Peter the bad news that his credit card had been declined and Peter confirms it with his accountant, Peter tries to set up a story of Carstairs killing himself out of grief with Carstairs continuing to stand there.
