The guys try various ways to get alcohol, including leaving town without luck. When they spot Brian drinking, they find out that his dog years conversion makes him old enough. Joe gets the idea of having him buy their booze and he agrees. During an extended period of being wasted, Brian and Peter affirm their friendship, but when Stewie finds Brian drunk, he points out that he is only friends because he is useful to Peter. Lois also puts her foot down on them being drunk in the house and they take their drinking to the park. Brian confronts Peter and is assured that they are friends under any circumstances. As Brian wanders off, a police officer finds Peter underage drinking and he rats Brian out who is arrested for buying his beer.

As Brian is forced to perform community service cleaning up roadside litter, Peter shows up wanting him to buy more beer and is told off. However, Peter's own littering gets him on cleaning duty as well. Brian's ranting about the unfair law inspires Peter to join in a crusade to overturn the law. They meet at the Mayor's mansion and present their demand to have the law overturned but West refuses to consider it, but when Carol comes to the door, she arrives with a wineglass and they get the Mayor to approve the repeal.

During the discussion with the mayor, Peter mentions about getting his best friend Brian into trouble. Brian finds out that his statement really came from the heart and their friendship is reaffirmed.
