Officer Flannigan is a crooked Atlantic City cop that helps shelter Bobby Briggs after he goes on the run for shooting Joe Swanson. In "Joe's Revenge", Joe and the guys search for Bobby but are arrested by Flannigan and his partner. Quagmire uses his "Swiss army penis" to free themselves from handcuffs and they steal Flannigan's police cruiser. Flannigan complains that they should have searched the guys for such a penis and his partner notes that he always wants to search the prisoner's penises.
