Mr. Devanney is an AIDS patient whose doctor is Elmer Hartman. In "The Cleveland-Loretta Quagmire", Peter Griffin and a Barbershop Quartet sing "You Have AIDS" to him. He is named after Family Guy writer Tom Devanney.
When Peter and Lois develop the ability to travel between cutaway gags in "Cutawayland", they end up in a medicine storage room next to Mr. Devanney's where they have some hospital staff pop in looking for his room.
