Horace was the bartender at The Drunken Clam. He had been the bartender there for decades, at least as long as Peter Griffin, Cleveland Brown, and Glenn Quagmire had been drinking there.

In "Blind Ambition", he nearly died after a fire in the Drunken Clam is accidentally started by God. He was pinned under a ceiling brace and Peter saved his life.

His first reaction to any hardship is usually to sell the bar. In "One if by Clam, Two if by Sea", a hurricane convinces Horace to sell the bar to Nigel Pinchley who then turns it into a British pub. After Pinchley's arrest for fraud, Horace buys the bar back and returns it to the old Clam. In the episode's depiction of the Clam in 1984, it was still The Drunken Clam.

In "Lethal Weapons", Horace was shot by the leafers from New York after they stole his beer kegs and remote to his TV in The Drunken Clam. In Meet the Quagmires he is knocked out after he falls off a ladder to fix the TV, which brought Death in to check on him, allowing Peter and Brian to travel to 1984. According to this episode the Clam was known as St. Elmo's Clam in 1984. It is unknown if he actually owned the bar at this point.

In "Don't Make Me Over", he refocused The Clam into a karaoke bar to bring in customers.

In "Family Goy" he gives a cutout of Kathy Ireland to Peter, with whom Peter then pretends to cheat on Lois.

Horace dies in "Save the Clam" after being hit by a baseball, leaving the guys to try to find a way to save the bar from foreclosure.

He is seen in a hallucination of Peter's on a cruise ship full of deceased characters in the Panama Canal in "Coma Guy".
