Kyle is a character in a cutaway set up by Brian in "Guy, Robot", who figures out that getting laughs from stealing jokes from Stewie's Twitter feed is easier than getting a jet ski license.
As the instructor notes that Kyle, had done well on all of his tests, he doesn't pass until he questions which particular dad he had a fistfight with when asked. The instructor proudly hands him his license and tells him to go be a dick.
