Popeye is the famous character from the King Features comic strip Popeye the Sailor which has been running since 1929.

Popeye first appeared in the episode You May Now Kiss the...uh...Guy Who Receives where he was seen in a doctors office where he was informed that the lumps in his arms are actually tumors. When Popeye tried to reply to this all that was heard was gibberish (similar to how he spoke in the animated series), the doctor then explained that Popeye's weird speaking pattern is caused by a stroke he had a few years ago. He is lucky to be walking this day.

Though he has not made any subsequent appearances in the series he was referenced in the episode The Cleveland-Loretta Quagmire. In the scene Cleveland was angered by his wife's betrayal so when he expressed his anger he ate a can of spinach which caused his forearms to grow, an obvious reference to how Popeye reacted to spinach with even the same music playing in the background.
